My dear General,
You will recollect that we discussed in
Executive Council some time ago a scheme by a Senor Pescio for constructing a tunnel through the Hongkong Hills from the neigh- -bourhood of Kingsclere to the South side of Mount Kellet above Pokfulam ? The scheme is unlikely to mature and has not there-
-fore been treated very seriously by this Government but Senor Pescio appears to be moving actively in London and the Secreta- -ry of State telegraphed to me some time ago that before any encouragement was given to it, its bearing on the defence of the Island would have to receive consideration. I shall be glad
if you will give me an expression of your opinion on this aspect.
The tunnel, if made, would of course be taken over by the Hili- -tary Authorities in case of any necessity for such a course arising, and it would afford a rapid means for conveying troops. It has not appeared to me personally to constitute any danger, but I shall be glad to be favoured with your views.
